How ChatGPT answers
ChatGPT answers from what its model learned in training, and it can search the web when a question needs current information or the user asks it to. With search on, it runs one or more web searches, reads the pages that come back and writes an answer that names or links the sites it used. OpenAI hasn't published in detail how those sites are chosen.
Pages reach ChatGPT search through OpenAI's search crawler, OAI-SearchBot. OpenAI says sites that block it aren't shown in ChatGPT's search answers, so being cited starts with that crawler being able to read your pages.
